It is reported that from November 1, 2012, the European Union green tire labeling Act will be formally implemented. The rules require car, light truck, truck and bus tyres sold in the EU to be labelled with information about their fuel efficiency, rolling noise and grip rating on slippery roads. The goal is to reduce energy consumption in Europe by 20% by 2020. The implementation of tire labeling system, the core is to promote green tires, but also the world tire industry development trend and direction.
At present, China's annual tire production accounts for about 1/4 of the world's total tire production, and China has become the world's largest tire manufacturer, exporter and consumer. From 2002 to 2012, China's tire output maintained an annual growth rate of more than 15%, and the export volume maintained an annual growth rate of more than 40%.
The European Union has become an important market for Chinese tire exports, and the introduction of the green tire labeling law has dealt a heavy blow to China's tire industry, Li Yuheng, a senior researcher at the China Investment Corporation, told China's Sankei Shimbun. According to the regulations of European Union green tire labeling law, nearly 50% of Chinese exports of European Union tire are not up to standard, the establishment of label law market barriers has seriously hindered the export of domestic tire enterprises.
According to the tire research institute of Shanghai Tire Rubber (Group) Co., LTD., the investigation and analysis results of the national heavy tire show that about 30% of the current heavy tire can not reach the minimum requirements of the first stage of the European Union rolling resistance, 70% can not reach the minimum requirements of the second stage of the European Union rolling resistance. It is understood that tire labeling method for tire manufacturing process, especially the production of high performance rubber put forward extremely high requirements.
"At present, our country has a large number of tire enterprises, but the general scale is small, lack of research and development ability, low technology level, low quality of production products. At the same time, low entry barriers and fierce low-end competition make tire enterprises low profits, which mainly through expanding sales, improve performance." Li said the implementation of the EU's green tire labeling law will have a great impact on Chinese tires exported to the EU.
Industry insiders said that the implementation of the EU tire labeling law is forcing the Chinese tire industry to shuffle. One result of the shakeout, however, is the departure of outdated capacity.
"However, the crisis is also an opportunity. The implementation of the EU tire labeling law has dealt a heavy blow to our tire industry, but also sounded the alarm about product quality." Li said the EU's implementation of the tire labeling law will also promote China's tire industry to improve its technical strength and gradually eliminate backward production capacity, speed up industrial restructuring and improve product quality to produce high-quality tires in response to EU trade barriers.
Insiders also pointed out that the industry reshuffle can make domestic tires far from the bottom line of starting trade barriers, release a huge domestic market space, but also more conducive to the growth of local brand tires. Therefore, for the new rules of the European Union, the domestic inspection and quarantine department gives the suggestion is: enterprises should actively respond to improve product performance; At the same time accelerate the development of foreign emerging markets, the implementation of the "diversification" strategy.
